Marsoff's Reticle set gives you a countdown on reload as well as giving your reticles a complete overhaul. The artillery ret has a long going on with it and I don't know Russian so perhaps someone else can fill us in on what is happening there.
Installation:
Move the 'gui' folder into your most recent res_mods\version# folder
-OR-
Install files manually to res_mods\version#\gui\flash
